ইতিহাসে প্রথমবার স্থান নিরাপত্তা পরিষদে, UN-এ পাকিস্তানের খেল খমত করল এই দেশ!

অনন্যা সরকার, কলকাতাঃ জাতিসংঘের (United Nations) নিরাপত্তা পরিষদ থেকে আপাতত ছুটি পাকিস্তানের। গতকাল, ৩ জুন থেকে ইউনাইটেড নেশনস জেনারেল অ্যাসেম্বলি (UNGA) তে অনুষ্ঠিত হাড্ডাহাড্ডি লড়াইয়ে কিরগিজস্থান (Kyrgyzstan) জাতিসংঘের নিরাপত্তা পরিষদের (UNSC) অস্থায়ী সদস্যরূপে নির্বাচিত হয়েছে। এশিয়া প্রশান্ত মহাসাগরীয় অঞ্চলের এই দেশটি পাকিস্তানকে সরিয়ে স্থান দখল করে নিয়েছে। ভারতের প্রতিবেশী রাষ্ট্রের গত দুবছরের এই দায়িত্বভার ২০২৬-এই শেষ হচ্ছে। কিরগিজস্থানের দায়িত্বকাল চলবে ২০২৭ সালের ১ জানুয়ারি থেকে ৩১ ডিসেম্বর ২০২৮ সাল পর্যন্ত।

হাড্ডাহাড্ডি লড়াইয়ে কিরগিজস্তান পিছনে ফেলল প্রতিদ্বন্দ্বীদের 

এশিয়া প্রশান্ত মহাসাগরীয় অঞ্চলকে কেন্দ্র করে কিরগিজস্থান ও ফিলিপিন্স এর মধ্যে হাড্ডাহাড্ডি লড়াই হয়েছে ইউনাইটেড নেশনস জেনারেল অ্যাসেম্বলিতে। পুরো চার রাউন্ডের ভোটিং-এর শেষে কিরগিজস্তান ১৪২টি ভোটের সাথে সংখ্যাগরিষ্ঠতা লাভ করেছে, যেখানে ফিলিপিন্স পেয়েছে মাত্র ৪৯ টি ভোট। ১৯৯২ সালে জাতিসংঘে যোগদান করার পর  প্রথমবারের জন্য কিরগিজস্তান বিশ্বের সবচেয়ে শক্তিশালী  নিরাপত্তা পরিষদের আসনে বসার সুযোগ পেল। কিরগিজস্তানের পাশাপাশি পর্তুগাল, অস্ট্রিয়া, ত্রিনিদাদ, টোবাগো এবং জিম্বাবোয়েও ২০২৭-২০২৮ সালের জন্য  নিরাপত্তা পরিষদের নতুন অস্থায়ী সদস্য হিসেবে নির্বাচিত হয়েছ।

বর্তমানে পাকিস্তান সিকিউরিটি কাউন্সিলের অস্থায়ী সদস্য, তবে ২০২৬ সালের শেষে এর কার্যকাল সম্পন্ন হবে। সেই জায়গায় বসবে কিরগিজস্থান। নতুন পাঁচটি সদস্য দেশ বর্তমানে আসনে থাকা পাকিস্তান, গ্রিস, পানামা, ডেনমার্ক ও সোমালিয়ার জায়গায় নিজের স্থান করে নেবে।

জাতিসংঘ নিরাপত্তা পরিষদ (UNSC) ইউনাইটেড নেশনস এর সব থেকে প্রভাবশালী অঙ্গ, যা আন্তঃরাষ্ট্রীয় সুরক্ষা, শান্তি ও যুদ্ধ প্রতিরোধের জন্য প্রাথমিকভাবে কাজ করে। এতে মোট ১৫ জন সদস্য রয়েছে। ভেটো ক্ষমতা সম্পন্ন  পাঁচটি স্থায়ী সদস্য, অর্থাৎ আমেরিকা, রাশিয়া, ব্রিটেন, চীন ও ফ্রান্স। এছাড়া রয়েছে ১০ জন অস্থায়ী সদস্য রয়েছে। এরা জাতিসংঘের জেনারেল অ্যাসেম্বলি দ্বারা নির্ধারিত দুই বছরের জন্য নির্বাচিত হন। ভৌগোলিক প্রতিনিধিত্ব বজায় রাখতে নির্বাচনের মাধ্যমে প্রতি বছর পাঁচটি নতুন অস্থায়ী সদস্য নির্বাচিত হয়।
