সৌভিক মুখার্জী, কলকাতা: সম্প্রতি মার্কিন প্রেসিডেন্ট ডোনাল্ড ট্রাম্প ভারতের উপর অতিরিক্ত 50% শুল্ক চাপিয়ে বিরাট ধাক্কা দিয়েছে। আর ঠিক তখনই প্রধানমন্ত্রী নরেন্দ্র মোদীর বিদেশ সফর কূটনৈতিক মহলে জোর জল্পনার কারণ হয়ে দাঁড়িয়েছে। কারণ জাপান সফর সেরে তিনি এবার পা রাখবেন ড্রাগনের দেশে (Narendra Modi China Visit)। আর সেখানে রবিবার বৈঠক হতে চলেছে প্রেসিডেন্ট শি জিনপিংয়ের সঙ্গে।

SCO সম্মেলনের বৈঠকে যোগ দেবেন মোদী

প্রসঙ্গত, আগামী 31 আগস্ট থেকে 1 সেপ্টেম্বর সাংহাই কো-অপারেশন অর্গানাইজেশনের সম্মেলনে প্রধানমন্ত্রী নরেন্দ্র মোদী যোগ দিচ্ছেন। এমনকি রাশিয়ার প্রেসিডেন্ট পুতিনও সেখানে থাকবেন। তবে সবথেকে আলোচ্য বিষয় সম্মেলনের পাশাপাশি মোদী-জিনপিং এর দ্বিপাক্ষিক বৈঠক। কারণ 2020 সালের লাদাখ সংঘর্ষের পর এই প্রথমবার চীন সফরে যাচ্ছেন ভারত প্রধানমন্ত্রী।

এদিকে সম্প্রতি আমেরিকা ভারতের ভারতীয় পণ্যের উপর অতিরিক্ত 50% শুল্ক চাপিয়েছে। ট্রাম্প অভিযোগ করছে যে, ভারত রাশিয়ার কাছ থেকে সস্তায় তেল কিনে ইউক্রেনের যুদ্ধে পুতিনকে সমর্থন করছে। যদিও দিল্লি সেই অভিযোগ উড়িয়ে দিয়েছে। তবে কূটনৈতিকবিদরা মনে করছে, পরিস্থিতি সামাল দিতে এখন ভারত একাধিকভাবে চেষ্টা চালাচ্ছে। একদিকে রাশিয়ার সঙ্গে সম্পর্ক বজায় রাখতে চাইছে দিল্লি, অন্যদিকে চীনের সঙ্গে আলোচনার পথে হাঁটতে চাইছে।

জাপান সফরের আগেই বড়সড় বার্তা

এদিকে চীন সফরে যাওয়ার আগে মোদী 29 ও 30 আগস্ট দু’দিনের জন্য জাপানে যাবেন বলে খবর। দিল্লি জানিয়েছে, কোয়াড মঞ্চকে আরো শক্তিশালী করে ভারত-প্রশান্ত মহাসাগরীয় অঞ্চলের শান্তি, নিরাপত্তা এবং উন্নয়ন রক্ষা করার জন্যই এগোচ্ছে তারা।

তবে চীন সফরে SCO সম্মেলনের পাশাপাশি মোদী ও জিনপিং-এর বৈঠকে কিছু গুরুত্বপূর্ণ বিষয়ে আলোচনা করা হতে পারে। যেমন সীমান্ত নিরাপত্তা ও লাদাখ পরিস্থিতি, অর্থনৈতিক সহযোগিতা, বাণিজ্যিক ভারসাম্য, পাশাপাশি রাশিয়া-ইউক্রেন যুদ্ধের প্রভাব, সন্ত্রাসবাদ বিরোধী লড়াই, কাশ্মীর প্রসঙ্গ ইত্যাদি। এখন দেখার, এই বৈঠকে ঠিক কী সিদ্ধান্ত নেওয়া হয়।
