বিক্রম ব্যানার্জী, কলকাতা: একের বেশি বিয়ে করলেই 7 বছরের জেল! বহুগামিতা সম্পূর্ণভাবে নিষিদ্ধ করতে বিরাট পদক্ষেপ নিল অসমের হিমন্ত বিশ্ব শর্মা সরকার। গতকাল অর্থাৎ রবিবার, রাজ্যটিতে বহুবিবাহ পুরোপুরি বন্ধ করতে পাস হয়েছে এক বিশেষ বিল (Polygamy Ban Bill 2025)। ওই বিল অনুযায়ী, এবার থেকে যদি কোনও ব্যক্তি একের বেশি বিয়ে করতে গিয়ে ধরা পড়েন সেক্ষেত্রে তাঁকে টানা 7 বছরের কারাদণ্ড এমনকি জরিমানাও গুনতে হতে পরে।

বহুগামিতায় ভুক্তভোগী নারীদের আর্থিক সাহায্য করবে সরকার

9 নভেম্বর, রবিবার বহুগামিতা বা দুইয়ের বেশি বিবাহ নিষিদ্ধ বিল ক্যাবিনেট থেকে পাস করিয়ে নেওয়ার পরই সাংবাদিকদের মুখোমুখি হয়ে অসমের মুখ্যমন্ত্রী হিমন্ত বিশ্ব শর্মা সাফ জানান, “একজন ব্যক্তি যাতে দ্বিতীয় বা তৃতীয় বিয়ে করতে না পারেন সেজন্যেই এই বিল পাস হল। এরপর থেকে একের বেশি বিয়ে করলে কঠোর শাস্তি ভোগ করতে হবে।”

এদিন ভিন রাজ্যের মুখ্যমন্ত্রী এও বলেন, “বিভিন্ন সময়ে বহুগামিতায় ভুক্তভোগী অসহায় মহিলা, যাঁদের বিয়ের পর স্বামীরা ছেড়ে চলে গিয়েছেন তাদের জন্য একটি বিশেষ ফান্ড তৈরি করবে সরকার। ওই ফান্ড থেকে তাঁদের আর্থিক সাহায্য করা হবে।” এক কথায়, বহু বিবাহের কারণে যেসব মহিলারা অসহায় জীবন কাটাচ্ছেন তাঁদের আর্থিক দিক থেকে মজবুত করতেই এই বিশেষ ভাবনা অসম সরকারের।

শীঘ্রই বিধানসভায় পেশ করা হবে এই বিল

সাংবাদিক বৈঠকে অসমের মুখ্যমন্ত্রী স্পষ্ট জানিয়ে দিয়েছেন, “পুরুষদের একের বেশি বিবাহ নিষিদ্ধ করতে 2025 বিলটি ক্যাবিনেটে পাস হয়ে গিয়েছে। আগামী 25 নভেম্বর তারিখে বিধানসভায় রাখা হবে এই বিল। সেখান থেকে সবুজ সংকেত পেলেই তৈরি হবে নতুন আইন।”

প্রসঙ্গত, অসম সরকারের তরফে বহুগামিতা নিষিদ্ধ করতে যে বিল পাস করা হয়েছে তাতে স্পষ্ট উল্লেখ রয়েছে, যদি কোনও ব্যক্তি দুই বা তার বেশি বিয়ে করেন অথবা একাধিক স্ত্রী রাখতে গিয়ে ধরা পড়েন তবে তাঁকে 7 বছরের কারাদণ্ড ভোগ করতে হবে। যদিও ষষ্ঠ জনজাতির ব্যক্তিরা এই নিয়মে কিছুটা ছাড় পেতে পারেন।
