অনন্যা সরকার, কলকাতা: নেপাল (Nepal) ভারতীয় মুদ্রার (Indian Currency) চলাচল সংক্রান্ত নিয়মকানুন শিথিল করেছে। এর ফলে, ভারতীয় ও নেপালী নাগরিকরা সীমান্ত পারাপারের সময় ২০১৬ সালের ৯ই নভেম্বর বা তার পরে ইস্যু করা সর্বোচ্চ ২৫,০০০ টাকা মূল্যের ২০০ এবং ৫০০ টাকায় নোট সঙ্গে বহন করতে পারবেন। তবে। নেপাল রাষ্ট্র ব্যাংকের (NRB) জারি করা একটি বিজ্ঞপ্তিতে বলা হয়েছে যে, ২০১৬ সালের ৯ই নভেম্বরের আগে চালু করা ৫০০ এবং ১০০০ টাকার ভারতীয় নোট নেপালে নিষিদ্ধই থাকছে।

ভারতীয় মুদ্রার চলাচলের নিয়মে শিথিলতা নেপালে

নেপাল রাষ্ট্র ব্যাংকের বিজ্ঞপ্তিতে বলা হয়েছে যে, প্রচলিত নিয়ম অনুযায়ী যেকোনো ভারতীয় এবং নেপালের নাগরিক ২০১৬ সালের ৯ নভেম্বরের পরে ইস্যু করা ২০০ এবং ৫০০ টাকার ভারতীয় নোট জনপ্রতি ২৫,০০০ টাকা পর্যন্ত নেপালে আনতে বা নেপাল থেকে নিয়ে যেতে পারেন। প্রসঙ্গত, এর আগে নেপাল সরকার দেশের মধ্যে ১০০ টাকার বেশি মূল্যের ভারতীয় নোটের প্রবেশ এবং ব্যবহারে নিষেধাজ্ঞা জারি করেছিল, তবে তখনও সর্বোচ্চ সীমা ২৫,০০০ টাকাই ছিল। অর্থাৎ, ভারতীয় পর্যটকরা এতদিন ১০০ টাকা বা তার কম মূল্যের নোটই সেই দেশে ব্যবহার করতে পারতেন। এই নিয়মগুলি ১১ ফেব্রুয়ারি নেপাল গেজেটে (Nepal Gazette) এনআরবি প্রকাশ করেছিল, কিন্তু ব্যাংকটি নিয়মগুলো পুনর্ব্যক্ত করতে এবং এর বাস্তবায়ন-সম্পর্কিত সমস্যাগুলি স্পষ্ট করার জন্য বিজ্ঞপ্তিটি পুনরায় জারি করেছে।

কোন কোন নিষেধাজ্ঞা এখনও বহাল

শনিবার এনআরবি-র মুখপাত্র গুরু প্রসাদ পাউদেল নয়া নিয়মের নিষেধাজ্ঞার বিষয়গুলি তুলে ধরে জানান যে, নেপালের নাগরিকরা ভারত ছাড়া অন্য কোনো তৃতীয় দেশ থেকে ভারতীয় মুদ্রা দেশে আনতে পারবেন না। আবার একইরকমভাবে, কোনো নেপালি নাগরিক নেপাল থেকে ভারত ছাড়া অন্য কোনো দেশে ভারতীয় মুদ্রা নিয়ে যেতেও পারবেন না।

গুরু প্রসাদ পাউদেল বলেন যে, সাম্প্রতিক এই পরিবর্তন নেপালে বেড়াতে আসা ভারতীয় পর্যটকদের পাশাপাশি ভারতের সাথে ব্যবসা-বাণিজ্যে জড়িত নেপালি নাগরিকদেরও সাহায্য করবে। বেশি মূল্যের নোট ব্যবহার করার ফলে লেনদেনে সুবিধা হবে। জানিয়ে রাখি, ভারতীয় মুদ্রা ছাড়া নেপালি নাগরিক এবং বিদেশী পর্যটকদের অন্যান্য বিদেশী মুদ্রায় ৫,০০০ ডলার পর্যন্ত নেপালে আনা স্বীকৃত।
