বিক্রম ব্যানার্জী, কলকাতা: বিরল খনিজ সম্পদ নিয়ে চিনের উপর নির্ভরতা কমাতে এবার বিরাট পদক্ষেপ নিল ভারত। রয়টার্সের চারটি সূত্রের বরাতে জানা গেল, নয়াদিল্লি এবার মিয়ানমারের উত্তর পূর্বাঞ্চলের খনিগুলি থেকে বিরল খনিজ সংগ্রহের জন্য স্থানীয় বিদ্রোহী গোষ্ঠী কাচিন ইন্ডিপেন্ডেন্স আর্মির সাথে হাত মিলিয়েছে (India On Myanmar Rare Earth)! সেই সূত্রেই, ভারতের খনিজ সম্পদ মন্ত্রণালয় ইতিমধ্যেই রাষ্ট্রায়ত্ত ও বেসরকারি প্রতিষ্ঠানগুলিকে নমুনা সংগ্রহ করে সেগুলি দেশে পাঠানোর নির্দেশ দিয়েছে বলেই খবর।

ভারতের বড় পরিকল্পনা

রিপোর্ট বলছে, ভারতের আইআরইএল এবং মিডিলওয়েস্ট অ্যাডভান্সড ম্যাটেরিয়ালস কেআইএ-র সাথে ইতিমধ্যেই গোটা বিষয় নিয়ে আলোচনা সেরেছে। জানা যাচ্ছে, মূলত বৈদ্যুতিক যানবাহন ও উন্নত প্রযুক্তির যন্ত্রপাতিতে ব্যবহৃত চৌম্বক তৈরির স্বার্থেই মিয়ানমারের খনিজগুলি ব্যবহার করা হতে পারে।

এ প্রসঙ্গে কেআইএ জানিয়েছে, তারা ভারতীয়দের বিশ্লেষণের জন্য খনিজের নমুনা সংগ্রহ শুরু করেছে। ভবিষ্যতের তা ভারতে রপ্তানি সম্ভব কিনা সেটাও যাচাই করা হবে। যদিও এ প্রসঙ্গে ভারতের সাথে মিয়ানমারের স্থানীয় বিদ্রোহী গোষ্ঠীর কোনও চুক্তি এখনও পর্যন্ত প্রকাশ্যে আসেনি। ভারতের পররাষ্ট্র ও খনিজ মন্ত্রণালয় এমনকি মিডিলওয়েস্টও এ প্রসঙ্গে কোনও মন্তব্য প্রকাশ করেনি।

বিশেষজ্ঞ মহলের মতে, ভারতীয় মন্ত্রণালয় আসলে চায় কোম্পানিগুলি মিয়ানমারের খনিজগুলির নমুনা সংগ্রহ করুক। দেশটিতে আদৌ বিরল ভারী খনিজ মজুত রয়েছে কিনা তা নিশ্চিত করাই ভারতীয় মন্ত্রণালয়ের অন্যতম লক্ষ্য। তবে একবার যদি মিয়ানমারের খনিজ হাতে পাওয়া যায়, সে ক্ষেত্রে তা দিয়ে আগামী দিনে ইলেকট্রনিক যানবাহন এবং অন্যান্য আধুনিক সরঞ্জামে ব্যবহৃত চৌম্বক তৈরি করা যাবে।

চিনের উপর নির্ভরতা কমাতেই ভারতের এমন পদক্ষেপ

বিশ্লেষক মহলের একটা বড় অংশ বলছেন, চিনের নিয়ন্ত্রণে থাকা বিরল খনিজের সরবরাহে অনেকটাই পিছিয়ে পড়েছে ভারত। প্রায়শই ভারতে রপ্তানি হতে যাওয়া বিরল খনিজের উপর নিষেধাজ্ঞা দিয়ে দেয় ড্রাগন। ফলে, বিরল খনিজ সম্পদের জন্য চিনের উপর প্রবল নির্ভরতা কমাতেই মিয়ানমারের খনিজ সম্পদগুলির দিকে নজর পড়েছে নয়া দিল্লির। বলা বাহুল্য, গত 31 আগস্ট মিয়ানমারের সেনাপ্রধানের সঙ্গে বৈঠক সেরেছিলেন নরেন্দ্র মোদি। মনে করা হচ্ছে, সেই বৈঠকেই দেশটির বিরল খনিজ সম্পদ খননের বিষয়ে আলোচনা হয়েছে।
