বিক্রম ব্যানার্জী, কলকাতা: শুল্ক নিয়ে ডোনাল্ড ট্রাম্পের খামখেয়ালিপনা আর মেনে নিতে পারছেন না বিশ্ববাসী। বিভিন্ন সময়ে মার্কিন প্রেসিডেন্টের মনোভাব নিয়ে সরাসরি প্রশ্ন তুলেছেন বিশ্বের একাধিক দেশের অফিসিয়ালরা। কিন্তু তাতেও নিজস্ব অভ্যাস ধরে রেখেছেন আমেরিকার প্রেসিডেন্ট।

ব্লুমবার্গের রিপোর্ট অনুযায়ী, সম্প্রতি বিশ্বের বিভিন্ন দেশের উপর আরোপিত শুল্ক সিদ্ধান্তে বদল এনেছেন ট্রাম্প (Trump Tariff Exemption)। জানা যাচ্ছে, বেশ কিছু পণ্যকে পারস্পরিক শুল্ক থেকে অব্যাহতি দিয়েছে আমেরিকা। এর অর্থ, ট্রাম্পের পারস্পরিক শুল্ক কেবলমাত্র কিছু নির্বাচিত পণ্যের উপরই কার্যকর হবে।

গত 2 এপ্রিল থেকে কার্যকর হওয়া পারস্পরিক শুল্ক সিদ্ধান্ত বদলের পাশাপাশি সোনার মুদ্রা সম্পর্কিত পণ্য এবং কিছু গুরুত্বপূর্ণ খনিজ ও ওষুধ পণ্যের উপর থেকে শুল্ক তুলে নেওয়ার সিদ্ধান্ত নিয়েছে ট্রাম্প প্রশাসন।

এই পণ্যগুলির উপর শুল্ক থাকবে না

সম্প্রতি হোয়াইট হাউসের তরফে জানানো হয়েছে, নতুন নির্দেশে অ্যালুমিনিয়াম হাইড্রোক্সাইড, রেজিন এবং সিলিকন পণ্য পারস্পরিক শুল্কের অধীনে থাকবে। তবে গতকাল অর্থাৎ শুক্রবার বিশেষ আদেশ জারি করে ডোনাল্ড ট্রাম্প প্রশাসন জানায়, গ্রাফাইট, টাংস্টেন, ইউরেনিয়াম, সোনার বুলিয়ান সহ অন্যান্য বেশ কিছু ধাতুর ওপর থেকে দেশভিত্তিক শুল্ক প্রত্যাহার করা হল। তবে সিলিকন পণ্যের উপর শুল্ক আরোপ করা হয়েছে।

রিপোর্ট অনুযায়ী, সিউডোফেড্রিন, অ্যান্টিবায়োটি সহ আরও কিছু গুরুত্বপূর্ণ ওষুধ পণ্যের উপর থেকে শুল্ক প্রত্যাহার করেছে আমেরিকা। তবে রিপোর্ট বলছে, সিলিকন পণ্য সহ রেজিন এবং অ্যালুমিনিয়াম হাইড্রোক্সাইডের উপরে শুল্ক প্রত্যাহারের বদলে শুল্ক বাড়ানোর সিদ্ধান্ত নিয়েছেন ট্রাম্প।

প্রসঙ্গত, শুক্রবার ট্রাম্প প্রশাসনের তরফে যেসব পণ্যগুলির উপর থেকে পারস্পারিক শুল্ক তুলে নেওয়া এবং যেসব পণ্য গুলির উপর চড়া শুল্ক চাপানোর সিদ্ধান্ত নেয়া হয়েছে, সে সবই আগামী সোমবার থেকে কার্যকর হয়ে যাবে বলেই দাবি করছে আমেরিকার একাধিক সংবাদমাধ্যম।
