HDFC সহ আরেক ব্যাঙ্ককে বিরাট ঝটকা দিল RBI

সৌভিক মুখার্জী, কলকাতা: ফের কঠোর হল ভারতীয় রিজার্ভ ব্যাঙ্ক! এবার আর্থিক নিয়ম লঙ্ঘনের অভিযোগে দুই নামিদামি আর্থিক সংস্থার বিরুদ্ধে বিরাট ব্যবস্থা নিল RBI (RBI Action)! জানা যাচ্ছে, HDFC ব্যাঙ্ক সহ Shriram ফাইনান্সের উপর এবার মোটা অংকের জরিমানা করা হয়েছে। তবে নেপথ্যে কী কারণ রয়েছে? জানিয়ে দেবো আজকের প্রতিবেদনে।

HDFC ব্যাঙ্কের বিরুদ্ধে কী অভিযোগ?

জানা গিয়েছে, HDFC ব্যাঙ্কের উপর RBI 4.88 লক্ষ টাকা জরিমানা করেছে। অভিযোগ উঠেছিল, বিদেশি বিনিয়োগ সংক্রান্ত একটি কেন্দ্রীয় নির্দেশিকা মানেনি এই ব্যাঙ্ক। RBI জানিয়েছে, HDFC ব্যাঙ্ক Foreign Exchange Management Act-র সেকশন 11(3) নির্দেশিকার আওতায় বিদেশি বিনিয়োগের ক্ষেত্রে নিয়মটি লঙ্ঘন করেছে।

হ্যাঁ, HDFC ব্যাঞ্জ সম্প্রতি একটি টার্ম লোন মঞ্জুর করেছিল। সেখানেই এই নির্দেশিকা অমান্য করা হয়েছে বলে অভিযোগ উঠছে। আর এই ঘটনার পর RBI একটি নোটিশ পাঠায় সংশ্লিষ্ট ব্যাঙ্ককে এবং ব্যাঙ্ক লিখিত উত্তর দেয় ও নিজেদের দোষও স্বীকার করে। তবে সমস্ত দিক খতিয়ে দেখার পর RBI জরিমানার সিদ্ধান্তে পৌঁছয়।

Shriram ফাইনান্সের উপর কী অভিযোগ?

Shriram ফাইনান্স লিমিটেড একটি নাম করা নন ব্যাঙ্কিং সংস্থা। তাদের উপরেও RBI 2.70 লক্ষ টাকা জরিমানা আরোপ করেছে। কারণ ডিজিটাল Digital Lending Directions 2025 অনুযায়ী কিছু গুরুত্বপূর্ণ নিয়ম মানেনি এই সংস্থা। RBI জানিয়েছে, লোন ফেরতের টাকা গ্রাহকদের অ্যাকাউন্ট থেকে সরাসরি কোম্পানির অ্যাকাউন্টে না এসে তৃতীয় পক্ষের অ্যাকাউন্টে ঢুকছিল।

প্রসঙ্গত, RBI 31 মার্চ, 2024 পর্যন্ত Shriram ফাইনান্সের আর্থিক পরিসংখ্যান খতিয়ে দেখেই এই অনিয়ম চিহ্নিত করেছে। এরপর নোটিশ পাঠিয়ে কারণ দেখানোর নির্দেশও দেওয়া হয়। আর সব কিছু বিচার বিশ্লেষণ করে গত 8 জুলাই, 2025 RBI অফিসিয়াল নির্দেশের মাধ্যমে এই সঙ্গস্থাকে জরিমানার কথা জানিয়ে দেয়।
